Maureen serves as Barclay Damon’s Regulatory Practice Area co-chair. She primarily concentrates her practice on energy and telecommunications law, corporate, and professional ethics, and regularly appears before several NYS agencies.

Drawing on her state-government background handling issues related to NY energy and telecommunications law, including serving as the NYS Public Service Commission (PSC) chair during a time of sweeping industry change, Maureen assists clients of all sizes as they invest in and grow the nation’s energy and telecommunications markets. She provides strategic advice regarding relevant regulatory requirements and gives clients the assistance needed to impact policies that foster investment and to obtain necessary regulatory approvals.

In addition to her work restructuring the state energy and telecommunications markets, Maureen was heavily involved in addressing critical post-9/11 infrastructure issues and remains active in national security and cybersecurity matters.

Representative Experience

  • Represented three large cable companies in a series of substantial mergers and provides ongoing assist with post-merger compliance.
  • Obtained state regulatory approvals for upstream changes in ownership and corporate structure for large, international energy clients.
  • Represented a large communications and cable trade association before numerous governmental entities in New York State, including the Public Service Commission, the Executive Office for Technology, and the legislature.
  • Advised large investors and shareholders in matters pending before the PSC.
  • Advised major generators in New York State regarding the regulatory and political climate and updates regarding trends at the NY Independent System Operator and PSC.
  • Advised numerous small gas- and energy-service providers (ESCOs and gas retail competitors) regarding PSC regulations and requirements and the provision of service in New York State.
  • Advised individual cable companies regarding PSC cases and assisted with filings and responses in cases.
  • Assisted in drafting and providing strategic advice with respect to a major management audit of a large NY electric utility.
  • Developed an application for the siting of a multi-billion transmission project. Worked on issues related to the NYS Independent System Operator, the PSC, the NY Department of Environmental Conservation, the Army Corps of Engineers, and the Department of State as well as numerous other local governments and NGOs.
  • Advised a major generator on trends in state perspectives regarding existing generation and opportunities for future development and assisted with regulatory issues regarding the plant.
  • Advised and represented a client before the PSC and NY Independent Service Operator on the provision of certain wholesale electric services.
